During the recent decades, the application of EFQM model in business and academic research has increased. This model provides a comprehensive non-prescriptive framework to evaluate and compare with other competitor models. This is due to the corporate culture where companies' core values include a major role in the acceptance and ease of implementation of such projects. The purpose of this study is to investigate the effects of organizational culture on Excellence Model enablers according to insurance industry employees' affective commitment methods. This study is a descriptive-survey type research so that 265 senior and middle managers in private insurance companies in Tehran were chosen. The questionnaire, data collection and research hypotheses were analyzed using the structural equations model. The results indicated that organizational culture has a significant influence on the Excellence Model enablers. The results also indicated that although a mediator in the relationship between culture and emotional commitment of employees can be effective enabler of excellence model, it has been at a relatively low impact on empowerment.
